Based in Nairobi, Twiga raised a $30 million Series B round in October and announced plans to expand its food supply-chain business to West Africa. VC firm Partech has raised a new fund focused on seed investments. Named Partech Entrepreneur III, it is the third seed fund from the VC firm. Partech announced the final closing of its previous seed fund in December 2016 . The firm is looking for companies at the very early stage, from pre-seed to pre-Series A. Partech can invest as little as a few hundred thousands dollars and up to several million dollars depending on the stage of the startup. If the startup is doing well, Partech wants to be able to invest again in follow-on Series A and B rounds. Partech is focused on six verticals in particular — health, work, commerce, finance, mobility and computing. Personal Genome Diagnostics, the venture-backed developer of a novel diagnostic kit for genomic profiling of different cancers in lab settings, has received clearance from the U.S. Food and Drug Administration for its PGDx elio tissue complete test. The test’s approval is another step forward for precision therapies that rely on an understanding of the unique genomic profile of an individual patient’s tumor, according to the company. The test detects single nucleotide variants and the small insertions and deletions known as indels. Single nucleotide variants, indels, and identifying characteristics like the tumor mutation burden can be used by physicians to determine how rapidly a disease like cancer to progress and can provide essential targets for precision therapies to individual tumors. DJI had to kibosh its usual big unveil this time out, for obvious reasons, but the company won’t let a little thing like a global pandemic get in the way of an announcement. A little over two years after unveiling its lightweight Mavic Air, the drone giant is announcing the sequel. When I reviewed the original shortly after the announcement, most of my complaints centered around the product’s usefulness. True, it was an impressive bit of engineering, but that only gets you so far. This time out, DJI looks to have addressed at least some of those issues. Among them, improved battery capacity. The original’s 21 minutes of life was among my key frustrations with the product. The company says the drone should be able to get up to 34 minutes on a charge. Online lending firms might be beginning to feel the heat of the coronavirus pandemic in Southeast Asia, but investors’ faith in digital insurance startups remains unflinching in the region. Jakarta-based Qoala has raised $13.5 million in its Series A financing round, the one-year-old startup said Tuesday. Centauri Fund, a joint venture between funds from South Korea’s Kookmin Bank and Telkom Indonesia, led the round. Sequoia India, Flourish Ventures, Kookmin Bank Investments, Mirae Asset Venture Investment, Mirae Asset Sekuritas and existing investors MassMutual Ventures Southeast Asia, MDI Ventures, SeedPlus and Bank Central Asia’s Central Capital Ventura participated in the round, which pushes the startup’s to-date raise to $15 million. The New York attorney general’s office reportedly sent a sternly-worded letter to Amazon telling the company that the measures it has taken regarding the COVID-19 pandemic “are so inadequate that they may violate several provisions of the Occupational Safety and Health Act,” and firing outspoken workers sends “a threatening message to other employees.” The letter, not yet published but obtained by NPR (I’ve asked the NY AG for confirmation of the contents), is only informational and does not amount to legal action. But the wording is strong enough to suggest that legal action may be the next step. Lyft’s former COO Jon McNeill has had a fairly storied career as an operator.  A Northwestern University economics major who worked at Bain & Co. out of college, he went on to start and sell five companies before being introduced in 2015 to Elon Musk by Sheryl Sandberg and spending 2.5 years as Tesla’s president of global sales and service. He was apparently so good at his job that Lyft’s investors asked him to join the car-share company to help it. Being a supply chain merchant often means cobbling together different ways of keeping in touch with buyers, including emails, text messages and paper invoices. Tinvio wants to simplify the process with a communication and commerce platform designed especially for managing orders. The Singapore-based startup announced today that it has raised $5.5 million in seed funding, led by Sequoia Capital India’s Surge early-stage accelerator program, with participation from Global Founders Capital and Partech Partners. Along with a pre-seed round from Rocket Internet, this brings Tinvio’s total raised so far to $6.5 million. The startup was founded in July 2019 by Ajay Gopal, who previously worked at Rocket Internet in Berlin. Before that, he was a fintech investment banker at Credit Suisse. Germany ditches centralized approach to app for COVID-19 contacts tracing

Germany has U-turned on building a centralized COVID-19 contacts tracing app — and will instead adopt a decentralized architecture, Reuters reported Sunday, citing a joint statement by chancellery minister Helge Braun and health minister Jens Spahn. In Europe in recent weeks, a battle has raged between different groups backing centralized vs decentralized infrastructure for apps being fast-tracked by governments which will use Bluetooth-based smartphone proximity as a proxy for infection risk — in the hopes of supporting the public health response to the coronavirus by automating some contacts tracing. Centralized approaches that have been proposed in the region would see pseudonymized proximity data stored and processed on a server controlled by a national authority, such as a healthcare service. However concerns have been raised about allowing authorities to scoop up citizens’ social graph, with privacy experts warning of the risk of function creep and even state surveillance. D
